Curiously, when the weather is hot outside, around 20 degrees and more, I can't hear the fuel pump when I turn the switch of my civic 92. But when degrees are below 15 degrees everything works fine. Do you think it can be the second relay for the fuel pump and if yes, where it is ?

Usually what I do if I don't have the torque specs is I tighten it up to the same amount of force that it took me to remove it. You usually don't have to be super precise with these kinds of bolts unless your rebuilding an engine. Have you tried adjusting the idle speed by playing with the adjuster located behind the intake plenum?

I need to remove the fuel line that connects to the fuel rail so that I can replace the screw that holds up the throttle control that ultimately controls idle speed. That piece is connected to the throttle cable. I need to know the torque spec for the nut or bolt that makes that connection on the fuel line. Not having that screw there makes the engine idle speed drop below 800rpm and makes the engine shudder at idle .

I fixed the problem. It wasnt the fuel. It was the ignition coil inside the distributor. Runs fine now. Now having problems with it taking forever to crank. I think the ignition switch is bad.

Check the distributor. Could be that you need to replace the cap and rotor. Also if you haven't changed the spark plug wires and spark plugs then definitely do those too.
